After we learned that the GamePad’s microphone cannot be used for voice chat, SEGA has confirmed that Sonic & All-Stars Racing Transformed doesn’t support voice chat at all (even with a microphone plugged-in). For the moment, this is unfortunately normal, since we’re only sure of three games that support voice chat:

SEGA has announced that Sonic & All-Stars Racing Transformed is a launch title for the Wii U. The problem is, the announcement has only been made for Europe at the moment. So we know the game will be in Europe on November 30th, but we’re not sure if it’ll be in North America on November 18th. Either way, it’s coming, and the line-up of Wii U games for the launch of the system continues to grow.
